Energy and Environment Cabinet GC Joins Dinsmore

John Horne, II, former General Counsel of the Energy and Environment Cabinet for the Commonwealth of Kentucky, has joined Dinsmore’s Frankfort office. He will practice as of counsel in the Litigation Department, focusing on regulatory and environmental matters.

As the General Counsel for the Energy and Environment Cabinet, Horne served in the Department for Environmental Protection, working closely with the Commissioner, Division Directors, and Secretary’s Office on various programmatic and legal matters related to air, waste and water issues.

“I look forward to continuing my career with one of the largest firms in the Midwest,” said Horne. “Dinsmore’s experienced attorneys and many resources will help me to continue to grow my practice in the environmental arena.”

Prior to joining the Energy and Environment Cabinet, Horne served as an attorney for the Natural Resources and Environmental Protection Cabinet for the Commonwealth of Kentucky, where he litigated and handled cases relating to KRS Chapter 224 and the state implementation statute for federal regulation on the Clean Water Act, Clean Air Act, RCRA, CERCLA, and AHERA. Horne earned his J.D. and B.A. in Political Science from the University of Kentucky.
