Dinsmore & Shohl LLP’s Thomas A. Luebbers was inducted into the American Municipal Power, Inc. (AMP) Wall of Fame at a ceremony held at AMP headquarters in Columbus last week.

Luebbers was honored for more than 25 years of service as AMP’s bond counsel attorney and for his contributions to the public power industry. He was instrumental in forming the OMEGA Joint Venture program in 1993 that first allowed the use of tax-exempt financing for project development, in particular Belleville Hydroelectric Plant.

For over 40 years, Luebbers has guided cities, counties and townships in traditional bond issues, including general obligation bonds and water, sewer, gas and electric revenue and solid-waste bonds. He has also advised clients on student loan revenue bond issues, industrial development bond issues, tax increment financing and municipal leasing.
