Jamie focuses her practice in public finance, with substantial experience advising governmental entities, nonprofit organizations, financial institutions and other participants in tax-exempt and taxable financings. She represents clients in sophisticated public finance transactions involving the development, financing, refinancing and restructuring of critical public infrastructure and capital projects.
Jamie serves as bond counsel and underwriter’s counsel in a wide range of public finance transactions. She advises issuers and other market participants at every stage of the financing process, from initial structuring and analysis to tax, securities, and disclosure considerations.
Jamie’s issuer-side practice includes representing municipalities, counties, school districts and municipal authorities across Pennsylvania. Her bond counsel and underwriter’s counsel practice spans nationwide and includes a diverse range of financings involving hospitals and health systems, continuing care retirement communities, higher education institutions, affordable housing and other non-profit borrowers.
Jamie advises governmental entities and borrowers on tax increment financing (TIF) programs and other economic development initiatives, helping clients develop financing structures that advance long-term public policy and investment objectives.
Jamie also represents non-profit borrowers confronting financial distress and challenging credit circumstances. She advises distressed borrowers in connection with covenant issues, defaults and forbearance arrangements, working with clients and their debt holders to develop practical solutions that preserve liquidity, maintain operations and address near and long-term financing needs. Her experience includes negotiating forbearance agreements, waivers and other restructuring arrangements designed to provide borrowers with flexibility while protecting their interests and positioning them for financial stability.
Jamie’s practice is distinguished by her ability to navigate transactions involving multiple stakeholders, complex regulatory requirements and balancing financial and public-sector considerations. She works closely with issuers, borrowers, underwriters, financial advisors, governmental officials, lenders and other transaction participants to structure and execute transactions efficiently while addressing the legal and practical considerations unique to each matter.
Jamie brings a particularly valuable perspective to her public finance practice through her early career in Pennsylvania government. Prior to practicing law, she served as director of communications and district office manager for a member of the Pennsylvania House of Representatives. During law school, she served as minute clerk to Judge Donna Jo McDaniel of the Allegheny County Court of Common Pleas, Criminal Division. This experience gives her a practical understanding of governmental decision-making, legislative processes and the administrative considerations that often shape public finance transactions.
In addition to her public finance practice, Jamie represents corporate clients in the hotel industry. She has significant experience negotiating third-party hotel management agreements and franchise agreements on behalf of hotel owners.
Jamie remains deeply involved in the greater Pittsburgh community, previously serving as Vice-Chair of the Board of Trustees of Point Park University in downtown Pittsburgh, which is her undergraduate alma mater. She is also a 2023 graduate of the Anne B. Anstine Excellence in Public Service Series, a leadership program focused on preparing women to be more effective leaders in government, politics and the community.
