Reginald L. Staples, Jr.

Biography

The son of veterans and a city police officer, Reginald grew up in a family dedicated to public service. Today, that dedication serves as his motivation as he helps school districts, municipalities, townships, counties, and other local government clients across Ohio in a variety of public finance projects.

Clients appreciate his attention to detail and disciplined work ethic as he helps them navigate the complexities of traditional government financing. His experience includes serving as bond counsel, underwriter’s counsel, disclosure counsel, issuer’s counsel, and bank counsel in an assortment of bond, note, certificate of participation, and lease financings.  He works on a variety of traditional governmental financings for capital projects, including school facilities construction and improvement, athletic facilities, energy conservation improvements, governmental building construction and improvements, street improvements, vehicle and capital equipment acquisition, and public utility improvements. Reginald also works on both tax-exempt and taxable refundings of existing debt obligations for clients. 

Reginald also participates and assists clients with conduit financings for hospital facilities, assisted living community facilities, continuing care retirement communities, university facilities, and other economic development financings.  He also participates in property-assessed clean energy (PACE) financings as both issuer’s and borrower’s counsel and advises and assists clients on financings through the U.S. Department of Agriculture’s Community Facilities Direct Loan & Grant Program. Reginald also assists clients with continuing disclosure matters and compliance with Rule 15c2-12, as well as other related SEC/MSRB matters. 

In addition to his public finance practice, he is co-chair of the firm’s Minority Attorney Affinity Group, where he helps promote diversity and inclusion within the firm.

Reginald earned his law degree from The Ohio State University, Moritz College of Law in 2010 and a B.A. for Xavier University in 2006. While at Xavier, he studied abroad at the London School of Economics and Political Science as a part of the Hansard Society Scholars Program.
