Reginald "Reggie" Norris

Biography

Reggie delivers strategic guidance and practical solutions that help clients successfully finance, develop, and preserve multifamily housing projects on a nationwide basis. His practice focuses on affordable housing and public finance, where he simplifies complex transactions to ensure his clients achieve their goals efficiently and cost-effectively. Reggie has significant experience in the structuring of tax-exempt and taxable bond financings for projects that range from affordable and workforce housing to middle-income and market-rate developments that support communities and expand housing opportunities.

He collaborates with municipal issuers, housing agencies, developers, nonprofit organizations, lenders, tax credit investors, rating agencies, and trustees who benefit from Reggie’s seamless coordination and experience with 4% low-income housing tax credit (LIHTC) transactions. He has guided publicly offered and privately placed financings for new construction, rehabilitation, and preservation projects. Reggie manages the technical aspects of these deals, including due diligence, rating agency processes, cash flow modeling, and arbitrage and yield calculations, so his clients can focus on advancing their mission and meeting deadlines.

With a background in public finance and housing, Reggie provides both legal and financial insight to his clients, which allows him to anticipate challenges and deliver innovative, practical strategies. He also advocated for veterans seeking disability benefits before the U.S. Department of Veterans Affairs and contributed as a senior staff editor for the University of Denver Water Law Review. These experiences shaped his practical, detail-oriented approach to solving challenges for clients in the housing and public finance sectors.
