Mark S. Franklin

Biography

Mark serves a variety of governmental, non-profit, and public companies in connection with public finance matters. He has served as bond counsel, issuer’s counsel, and lender’s counsel in a wide variety of public finance projects across Kentucky over the past decade. He regularly assists clients in navigating the opportunities and challenges associated with public finance, including structuring transactions to best meet clients’ needs and to comply with applicable tax and securities requirements. His clients encompass all types of borrowers operating within Kentucky, including counties, cities, water districts, special districts, school districts, non-profit organizations such as private schools, nursing homes, hospitals, and health care systems, and public utility companies.  He also regularly assists lenders providing tax-exempt and taxable financings to governmental entities through a variety of available funding structures.
